Compliance Essentials is the shared base of the Compliance apps for Business Central. It holds the functions that the apps have in common, so each app does not need its own copy. It costs nothing, and you do not install it by hand when you use AppSource.

Release 7.2 of each app needs Compliance Essentials release 7.2 or later. Without Compliance Essentials, the apps do not work.
You do not assign a separate permission set for Compliance Essentials. The permission sets of the apps include Use Essentials (2C ESSENTIALS USE). See Getting started.
Only if you use the Essentials API pages for an integration, assign Essentials API (2C ESSENTIALS API) to the user that calls them. It includes Use Essentials.
