On-premises, each app needs the granule of Compliance Essentials and its own granule in the license file.

When you upgrade Business Central itself, check the table of supported versions first.
Compliance Essentials delivers web service pages for the Authorization Box. Business Central 23 and later also has API pages. The list of object IDs and service names is on Compliance Essentials.
